No he says that because God exists his creation is good and therefore only good things. Although there are good things in life the adversarial spirit inverts that which is good and attacks things inverting the creation bent on making it bad.

Again the saving grace of Christ gives us an opportunity to leave the door open for mercy and rely on grace. 

In terms of the most rational way to protect our assets which are generally people we must identify the threats. For instance a schools main function is to teach, it's critical assets are the students and teachers. People, operations,interdependencies, information. What is the building use and mix? For example a mulistorey building may contain an underground car park, shops on the first floor, offices on the first floors or apartments. Map what different people do where they go inside the building and how they get there. Names and places sucks. Are staff background checks carried out? Do you have security staff? How are the layouts between different doors and turnstiles. You must understand the traffic flow to, within and around your facility. How many people and vehicles access your site and where do they gain access. Who uses the site and how can they be cateragorized. Staff, visitors, delivery people, contractors and so on.

Now that you determined what your protecting, you must identify what threats you face and where these threats might come from. This means identifying all internal and external threats and hazards and understanding why they might attack you. If you are in a high profile industry, you could be a target for terrorism, if you handle sensitive data, you could be the victim of a cyber attack; if you sell jewelry or pharmaciedicals, you might be burgled. The threat might come from inside - theft violence, sabatoge by a disgruntled employee or theft. You need to know who the bad guys are. This is done in a number of ways. You could conduct a design basis threat assessment and consult with your local police, FBI and security consultants to do what if scenarios-based assessments to cover every conceivable eventuality.

While the tragic events of 9/11 showed how vulnerable we were to attack- from either foreign or domestic terrorist groups- you will need to protect your facility from many other threats, both internal and external.  Internal Pilfering, and violence from a disgruntled employee to external threats such as theft, treaspass, industrial espianoge natural disasters and terrorism. When you have identified your various adversaries, you can determine the probability of attack and the degree of threat each one poses.
